The Future, 1998-2000

As stated in the previous chapter, the Chaguaramas Development Authority (C.D.A.) was created by an Act of parliament in 1972 to develop the peninsular. There has been various boards since. One of the drawbacks to development is that whenever a new board comes into office, all the plans of the previous board are discarded and the new board seeks to implement their own bright ideas. The latest plan is entitled 'The C.D.A. Strategic Plan, 1995-2000.' Basically this plan seeks to create a major center for tourism and pleasure-related development compatible with the preservation of the area's natural beauty.

The authority has created a number of sanctuaries for wild life. Hunting is prohibited throughout the peninsula. The Authority also came up with a number of attractive land use proposals for various parts of the proposed national park.

1. Williams Bay

At the entrance to Chaguaramas Highway, a broadwalk studded with a variety of shops, snackbars, and fast food restaurants will take pedestrians from Tembladora along the waterfront all the way across to the police posts in Triuguant Bay. The Bay itself will be re-sanded, enhanced and landscaped. A children's play park, car parking facilities, an interpretative centre and restaurant will occupy the Williams Bay area.

At Pier 1, a cruise boat facility with restaurant, entertainment and conference facility, together with a small hotel and marine will attract visitors. The deep water harbour at Pier 1 will be utilized for a major transportation terminal including a cruise ship and ferry terminal with on-shore facilities for a bus terminal, administrative officers, reception facilities and for parking, etc.

2. Guava Road

North of Williams Bay in the Guava Road Triangular, a full scale theme park of the Disney variety is envisaged with rides, a water park, amusement park and the like. The area west of the theme park will be devoted to sports fields for all the popular field events for the benefit of the sporting public and nearby residents. Chaguaramas has become popular as a centre for cycling, road running, jogging, triathlon and athletic training and this will be encouraged. A small lake will enhance the marshy area to the Southwest of the triangle and lend character to the surroundings, the Northern side of Guava Road will be reserved for future residential housing and the relocation of the Chaguaramas Youth Camp.

3. Tucker Valley/Macqueripe Road

Agriculture/Aquaculture

The marshland along Lumber Lane to the will be occupied by two aquaculture projects, one for the breeding of ornamental fish for export, the other for the breeding of edible fish and prawns for local consumption and export. The rifle range will be converted to a public golf course to replace the existing golf course. The agricultural lands north of the range will be utilized for a large scale commercial plantations with export and tourism potential. A 25 acre will however be reserved for the establishment of a cultural village around the old Anglican church. It is intended that the village will feature year round Carnival activities, a variety of culinary fiestas and craft products of all ethnic and cultural origins, exhibitions, craft manufacture, etc. with facilities for guest accommodation. A bicycle track will be proposed along Tucker Valley Road, tracks for nature walks and picnic area will be provided.

The Covigne Valley will serve for additional commercial agriculture and the CADP Seed Propagation Centre will occupy the remaining agricultural lands, some 400 acres. A 25 acre space in the Covigne Valley will be reserved for an orchard museum displaying every species of fruit grown locally including many endangered and little known species for both educational and tourism purposes.

4. North Tucker Valley

Northern Tucker Valley will be open to leisure and recreational facilities including expansion of the 9 hole golf to 27 hole championship level course or the construction of two 18 hole championship level courses with accompanying facilities, hotels, resort leisure style houses, equestrian or other sporting facilities.

A 40 acre man made lake is envisaged for the marshy area in the valley preserving the aquifers, providing recreational fishing, flat bottom boat rides and nature study, and also as an irrigation facility for the development of the landscaped areas around the golf course.

The tracking station site with its clean air and invigorating atmosphere is an excellent site for a health spa with appropriate accommodation. The area surrounding the tracking station road will be developed into a botanic garden.

The Macqueripe area will be accommodating another hotel overlooking the bay with restaurants and leisure facilities. The existing housing area will be enhanced and redeveloped.

5. Multi-use Area

This area is defined as the built up areas stretching from Pier II and Macqueripe Road in the east, to Point Gourde in the west, and spanning the area from the foothills of Morne Catherine in the north down to the sea.

The Ministry of Health's warehouse will be refurbished and retained for warehousing or accommodation. The Fire station will be refurbished and retained for warehousing or accommodation. The Fire station will be rationalized in its present location. The former archive building will be remodeled and enhanced to form an entertainment/cultural centre with a Carnival display, a Carnival workshop, restaurant and theatre. The Bowen Marine workshop will be enhanced and developed in the present location. The old cold storage building in the Morne Catherine Road will be refurbished for light industrial use.
