It is flat from the church to the end of the third station and you make the bend to go to the 4th station is where the steep begins

Funny, but I had the same thought:). Of course when it's a hot Good Friday afternoon and one is wearing one's best church-going clothes and genuflecting at each Station of the Cross, it is steeper.
